The 13mm X 4mm reducing Tee offers a solution where a 4mm spur is required from a 13mm supply hose.
Instead of punching a hole in the 13mm hose and using a barb fitting to attach the 4mm hose, the Reducing Tee requires a cut in the supply hose and a push-fit of the hoses over the barbed fittings.
